               St.Martin Parish Pastoral Council

                     Constitution and Bylaws

 

 Preamble

 

We, the members of St. Martin's Parish in Sunnyvale, California, responding to the need of our Parish for an advisory body to serve our Pastor as well as our Parish Community, and invoking the aid of Divine Providence, do hereby adopt and promulgate this Constitution.

 

 

Article I  Name

 

Section 1.         There shall be an advisory body to be known as "St. Martin's Parish

Pastoral Council (PPC)".

 

 

Article II  Mission

 

Section 1.         We, the Catholic Community of St. Martin Parish Pastoral Council, Sunnyvale, California, a part of the Diocese of San Jose, share the mission of the Catholic Church to proclaim the good news of Christ.

 

Section 2.         We, the Parish Pastoral Council, through one baptism acknowledge our

responsibility to seek personal growth and the development of our Parish.

With the power and guidance of the Holy Spirit, we seek to achieve this

through prayer, celebration of the Sacraments, service, education, works

of justice, evangelization, friendship and community.

 

Section 3.         In our Mission of Service, we are committed to respect the dignity of each

person and the cultural/ethnic diversity of our Parish.

 

 

Article III  Purpose

 

Section 1.         The PPC shall counsel the Pastor on:

 

A.     Pastoral programs

B.     Services in the Parish.

 

Section 2.         The PPC shall enhance the quality of:

 

A.      Parish life

B.       Pastoral activity.

Section 3.         The PPC shall determine the human and spiritual needs of the community

by personal contact with individuals and consultations with existing

committee representatives.

 

Section 4.         The PPC shall oversee the Stewardship Committee.

 

 

Article IV  Objectives

 

Section 1.         The PPC shall assess the needs of the whole Parish and its members.

 

Section 2.         The PPC shall develop and implement a Pastoral Plan which will promote

the common good of the Parish.

 

Section 3.         The PPC shall foster unity and a sense of community in the Parish.

 

Section 4.         The PPC shall coordinate Parish activities as requested by the Pastor in a

manner that will best serve the interests of the entire Parish.

 

Section 5.         The PPC shall promote programs and activities.

 

 

Article V - Membership

 

Section 1.         The PPC shall consists of Members-At-Large and Parish Ministry

Representatives.

 

Section 2.         Members-At-Large consists of three members elected by the parishioners

and two members appointed by the Pastor.

 

Section 3.         Ministry Representatives are selected by their respective ministries from

the following ministries:

 

Catechetical Ministry

Filipino American Community

Liturgy Committee

School (PTG)

Hispanic Community

Parish Outreach

Youth Ministry

Young Adults

 

 

 

 
Article VI – Membership Eligibility

 

Section 1.         To be eligible to serve on the PPC one must be:

 

A.     Registered in the Parish

B.     18 years or older

C.     Not paid employee of the Parish

D.     Exception to C at the discretion of the Pastor

 

 

Article V1I – Duties

 

Section 1.         Ministry Representatives

 

A.     Shall seek the guidance of the Holy Spirit.

B.     Shall place the welfare of the community foremost in their

considerations.

C.     Shall be responsive to their ministry and the community-at-

large.

D.     Shall devise a plan for informing their ministry of the

Council’s actions and for assessing their ministry’s concerns.

E.      Shall report to the Council in the manner identified by the

Chairman

 

Section 2.         Members-At-Large

 

A.  Shall seek the guidance of the Holy Spirit.

B.  Shall place the welfare of the community foremost in their

considerations.

E.      Shall facilitate the interaction between ministries and the

community-at-large.

F.      Shall help devise a plan for informing the community of the

Council’s actions.

 

 

Article VIII - Election and Appointments;

Vacancies and Absences

 

Section 1.         Election - Election of PPC Members At-Large will occur in each odd

numbered years in the month of March.

 

Section 2.         Appointments –Appointments of at-large PPC members and parish

ministry representatives will occur in each odd numbered years in the

month of  March.

 

Section 3.         Voting Eligibility – All members of the parish 18 years or older are

eligible to vote.

 

Section 4.         Vacancies -  Where vacancies occur, because of resignation or otherwise

of members before the expiration of their term of office, such vacancies may be filled for the unexpired period of the term.  A vacancy from a parish ministry shall be filled by appointment by that Ministry.  A vacancy from the members-at-large shall be filled by appointment by the Pastor.

 

Section 5.         Absences – Members who miss two meetings without pre-notification or

proxy representation will have their attendance history reviewed by the PPC, who will make a decision on the member in question.

 

 

Article IX – Term of Office

 

Section 1.         All PPC members shall serve for a minimum term of two years with one

re-election/reappointment to a maximum term of four years.

 

Section 2.         Re-election/Re-appointment to the PPC after a four-year term may occur

following a two-year leave of absence.

 

Section 3.         The term of the members shall end at noon on the 20th day of March of the

years in which such terms would have ended; and the term of their successors begin.

 

 

Article X – Officers and Duties

 

Section 1.         The only officers of the PPC shall be the Chairman, the Vice

Chairman and the Secretary.

 

Section 2.         The Chairman shall:

 

A.  Create a nominating committee to nominate PPC candidates.

B.  Notify ministry heads to appoint a representative to the PPC.

C.      Arrange for the election of members-at-large in March of odd

numbered years.

D.      Conduct the PPC meetings.

E.       Notify members of all PPC meetings and distribute the agenda and pertinent materials.

F.       May designate two or more members of the Council to form a committee from time to time as needed.

 

Section 3.         The Vice Chairman shall:

 

A.     Assume all the duties of the Chairman in his/her absence.

Section 4.         The Secretary shall:

 

A.     Record, maintain and distribute minutes of PPC meetings.

 

 

Article XI - Election of Officers, Vacancies and Removal

 

Section 1.         Election of Officers - The three officers shall be elected by the PPC

members by secret ballot for a two-year term in May of each odd-numbered years.

 

Section 2.         Vacancies - Where vacancies occur, because of resignation or otherwise

of officers before the expiration of their term of office, such vacancies shall be filled for the unexpired period of the term by balloting among the PPC members.

 

Section 3.         Removal -  An officer can be removed by a two-thirds vote of the entire

council.

 

 

Article XII - Meetings

 

Section 1.         Regular Meetings – The PPC shall meet once a month at such times and

places as may be designated by the Chairman.

 

Section 2.         Public Meetings -       There shall be two public meetings open to

the Parish community at such times and places as may be designated by the PPC for the purpose of addressing the issues and concerns of the community.

 

Section 3.         Special Meetings – Special meetings of the PPC may be called at anytime

by the Chairman or the Pastor provided that a 48-hour notice is given to each members of the Council.  The call of the meeting shall state the purpose, and no other business not included in the notice of the call shall be transacted.

 

Section 4.         Quorum -  Seven members of the council present in person or by proxy

shall constitute a quorum.

 

Section 5.         Voting - Except for important issues and amending the bylaws, all actions

should be adopted by a majority vote of members present.

 

 

 

 

Article XIII – Amendment of Bylaws

 

Section 1.         Procedure - These Bylaws may be amended by a two-thirds affirmative

vote of the entire Parish Council provided that the proposed amendment is first submitted in writing to the Council.

 

Section 2.         Promulgation – All changes in the Bylaws when made shall be

announced to the council in such a manner as the Chairman shall direct.

 


 

Written Consent of Officers and Members Adopting these Bylaws

 

 

We, the undersigned, are all of the persons named as the officers and members of St. Martin's Parish Pastoral Council, and pursuant to the authority granted by these Bylaws to take action by written consent with or without a meeting, consent to, and do hereby adopt the foregoing Bylaws consisting of six pages as the Bylaws of this Council.
